How does a foreign supplier get qualified with Norwegian operators?

Norwegian operators generally require suppliers to be prequalified before they can be invited into a tender, and much of that runs through shared qualification systems used across the sector. In practice it means documentation, references, HSE and quality systems, and often a demonstrable local presence, all of it before anyone discusses your product. The work is not difficult so much as slow and specific, and it is the single most common reason a market entry budget turns out to be wrong.

Do we need a Norwegian company to sell here?

Not always, but it changes what is realistic. Some buyers will contract with a foreign entity, others will not, and VAT and payroll treatment differ depending on how you are set up. There is also a signalling effect: a supplier with a Norwegian registration and a local contact is read as more committed than one operating entirely from abroad. What does local content mean in the Norwegian market?

Norway does not operate a formal local content percentage the way some other petroleum jurisdictions do. What exists instead is a strong practical preference for suppliers who can support operations locally: response times, service capability, language and someone available when something goes wrong offshore. That preference is not written into a regulation, which is precisely why it catches foreign suppliers out.

Can you represent us without us having an office in Norway?

Yes, and for many suppliers that is the point of the arrangement. We act as the local presence, attend the meetings and tender processes, and handle the Norwegian dialogue, while you keep your organisation where it is. If the volume later justifies your own office, that is a good problem and we will tell you when we think you have reached it.

We can take interim roles where necessary, but we always set a clear time frame and deliverable. We do not commit to heavy operational roles without clear objectives. It is a deliberate choice that keeps us arriving with a fresh perspective.

Through our client work we see projects and opportunities that do not always find the right owner. In some cases Løwen chooses to invest in them, and in some cases alongside a partner we already represent. If you have something you think might fit, we are open to a conversation.

No. We are not a law firm, and what we offer is a practical, commercial first read of an agreement, not a substitute for a lawyer when it really matters.
